Despite being under U.S. sanctions over alleged organized crime and corruption links, Zvonko Veselinoviq and his companies continue to receive business permits from the Serbian state.

Documents obtained by the Balkan Service of Radio Free Europe/Radio Liberty reveal that two companies connected to Veselinoviq were granted permits by Serbia’s Ministry of Mining over the past two years for quarry exploitation near Sjenica.

The permits reportedly involve areas located close to the planned highway route connecting Serbia with Montenegro, raising new questions about the continued relationship between Serbian state institutions and businessmen facing international sanctions.

United States authorities previously imposed sanctions on Veselinoviq and several associated companies, accusing them of involvement in organized criminal activity, corruption networks, and illicit influence operations in the region.

According to the U.S. Treasury, Veselinoviq was identified as part of a wider corruption structure tied to political and criminal networks operating in the Western Balkans.

The latest revelations are expected to intensify criticism toward Serbia over its handling of individuals and business groups accused of corruption, particularly those who continue to secure state-linked economic opportunities despite international sanctions.
