Acting Minister of Justice Donika Gërvalla declared on Wednesday that the proper functioning of the correctional system is a direct indicator of the strength of the rule of law in Kosovo.
The minister made these remarks during an official visit to the Prishtina Detention Center, where she was received by the Director of the Kosovo Correctional Service (KCS), Ismail Dibrani, and the Acting Director of the center, Salih Ademi.
Strengthening Operational Units
The visit focused on the operational core of the correctional system. Minister Gërvalla engaged with staff and leadership regarding several specialized divisions, including:
- The Operational Center: Coordinating day-to-day security and logistics.
- The Evaluation and Classification Unit: Ensuring inmates are categorized according to risk and rehabilitation needs.
- The Transport Unit: Managing the secure movement of detainees.
- The Correctional Intelligence Unit: Utilizing data to prevent security breaches and maintain order within facilities.
According to Gërvalla, these units guarantee a “coordinated and efficient management of processes” and are essential for maintaining modern correctional standards.
Focus on Security and Public Trust
The Acting Minister emphasized that the government’s priority remains the strengthening of institutional coordination and the consolidation of security and oversight mechanisms.
“Strengthening institutional coordination, increasing operational capacities, and consolidating security mechanisms remain priorities for advancing the functionality of our correctional system,” Gërvalla stated.
She concluded by reaffirming the administration’s commitment to the rule of law, noting that a transparent and secure prison system is vital for building public trust in state institutions and ensuring public safety throughout Kosovo.
