In a powerful display of support for Kosovo’s sovereignty, U.S. Congressman Keith Self has utilized a legislative amendment to pressure Greece and other NATO allies to formally recognize the Republic of Kosovo.

During a House Foreign Affairs Committee session on May 14, 2026, Congressman Self reaffirmed Kosovo’s strategic importance to U.S. national interests and regional stability in the Western Balkans.

The Financial Lever: $1.8 Million Military Aid

Congressman Self, who serves as the Chairman of the Subcommittee on Europe, introduced an amendment regarding $1.8 million in annual military training aid for Greece. He used this platform to urge Athens to shift its diplomatic stance.

“Kosovo is undoubtedly one of the closest and most loyal European partners of the United States,” Self declared, highlighting the irony of NATO allies withholding recognition while Kosovo remains a staunch supporter of the alliance’s goals.

Concerns Over “Uncertainty in the Balkans”

Self pointed out that four NATO allies (Greece, Spain, Romania, and Slovakia) still refuse to recognize Kosovo, a stance he argued creates a vacuum of instability.

  • Aligning with Adversaries: Self warned that by not recognizing Kosovo, these NATO partners are effectively aligning their diplomatic positions with China, Russia, and Serbia.
  • Strengthening Russia’s Hand: He argued that this diplomatic blockade undermines long-term Balkan stability and inadvertently strengthens the influence of adversaries like Russia in the region.

A Hero’s Legacy: Honoring Eliot Engel

In a separate speech, Self paid tribute to former Congressman Eliot Engel, calling him a “hero in Kosovo.” He noted that Engel correctly identified Kosovo as a “cornerstone of stability in the Western Balkans.” Self criticized the contradiction of praising Kosovo’s strongest supporters in Washington while failing to fully support Kosovo’s Euro-Atlantic integration and long-term security.

Arguments for NATO Membership

Referencing his own role in planning the 1999 NATO intervention against Serbian ethnic cleansing, Self argued that Kosovo has proven its commitment to:

  1. Democracy
  2. Regional Security
  3. Multi-ethnic Coexistence

He concluded that these factors make a compelling case for Kosovo’s eventual membership in NATO, despite the current diplomatic hurdles within the alliance.

These remarks are being cited by regional analysts as some of the strongest and clearest statements heard in Congress in years regarding the strategic necessity of Kosovo’s full international integration.
