The Kosovo Prosecutorial Council (KPK) is set to hold its next meeting on Monday, May 18, 2026, with a primary focus on finally filling the long-vacant position of the Chief State Prosecutor.

According to the official agenda, Item 6 of the meeting involves the formal opening of the contest for the Chief State Prosecutor.

Context: A Prolonged Vacancy

The position has been a subject of significant political and legal friction for nearly three years:

  • The Rejection: In October 2023, former President Vjosa Osmani officially declined to decree Blerim Isufaj for the post. She cited several legal violations and procedural irregularities in the selection process conducted by the KPK.
  • The Backlash: The Prosecutorial Council responded at the time by labeling the President’s justifications as “unfounded and biased,” leading to a prolonged institutional deadlock.
  • Current Leadership: Since the vacancy arose, the office has been led by acting officials. Currently, Agron Qalaj serves as the Acting Chief State Prosecutor.

Importance of the Selection

The appointment of a permanent Chief State Prosecutor is seen as a critical step for the integrity of Kosovo’s justice system. International partners, including the EU and the US, have frequently called for a transparent, merit-based selection process to ensure the rule of law and the independence of the judiciary.

The meeting on Monday will determine the criteria and timeline for potential candidates to apply, officially restarting a process that has been stalled since late 2023.
