Central Election Commission (CEC) Accredits 29 Observer Organizations for Kosovo Elections, Rejects Two, and Suspends Green Party

With only a week remaining before the Assembly of the Republic of Kosovo elections scheduled for June 7, 2026, the Central Election Commission (CEC) convened a critical session to finalize monitoring credentials and enforce party compliance regulations.

The regulatory body successfully accredited 29 independent monitoring organizations, rejected two applications for non-compliance, and officially suspended a registered political party for structural failures.

1. Rejection of Election Observers over Constitutional Violations

While the majority of applications from domestic and international watchdogs were approved, the CEC drew a firm line on legal and constitutional boundaries, rejecting two organizations.

  • Failure of Core Mission: The first unnamed organization was denied accreditation because its documented organizational activities did not align with election monitoring, democratic processes, or the protection of human rights.
  • Constitutional Violation: The second organization, “Odbor za kontrolu i opservaciju” (The Committee for Control and Observation), was rejected in a decisive 9-to-1 vote (with one abstention). The CEC’s legal review found that the organization’s official statute and foundational documentation referred to the Republic of Kosovo using the Belgrade-backed term “Kosovo i Metohije” (Kosovo and Metohija).

The CEC’s Legal Basis: The commission ruled that utilizing archaic or foreign geopolitical terminology that undermines Kosovo’s sovereignty directly violates the constitutional and legal order of the Republic of Kosovo, rendering the organization unfit to monitor state democratic processes.

2. “Eko-Lëvizja e Gjelbër” Politically Suspended

In the second half of the session, the CEC voted unanimously—with zero votes against and zero abstentions—to temporarily freeze the operations of the registered political entity “Eko-Lëvizja e Gjelbër” (The Green Eco-Movement / ELGJ).

The political party had a strict statutory obligation to host its official electoral assembly by May 25, 2026. However, the CEC’s Office of Political Parties Registration and Certification received no formal notification, scheduling manifests, or post-assembly documentation confirming that the gathering took place.

The suspension serves as a probationary warning. Under current Kosovar election law, the party now has a strict 45-day window to successfully organize and document its leadership assembly. If the party fails to comply with this corrective timeline by mid-July, the CEC will automatically initiate total and permanent deregistration of the political entity.
