Biserko: Belgrade Uses Coercion and Blackmail to Hold Kosovo Serbs Hostage

The President of the Helsinki Committee for Human Rights in Serbia argues that Kosovo Serbs are systematically blocked from independently articulating their interests because the Serb List (Lista Srpska) serves primarily to protect the interests of Aleksandar Vučić’s regime.

In an extensive interview with RTKLive, Sonja Biserko, the prominent President of the Helsinki Committee for Human Rights in Serbia, delivered a sharp critique of Belgrade’s suffocating grip on the political spectrum of Kosovo Serbs. Biserko argued that without continuous pressure, blackmail, and political coercion from Serbia’s state apparatus, local Serbs would naturally integrate and better represent their true community interests.

However, pointing to the independent mandate of Nenad Rašić, Biserko emphasized that Belgrade’s political monopoly is showing cracks, proving that domestic Serbian alternative voices can survive even under extreme conditions.

The Political Impasse: Beyond the Antipathy for Albin Kurti

Addressing the recent European Parliament Foreign Affairs Committee report drafted by Riho Terras—which warned that Kosovo suffered a “lost year” due to institutional gridlock—Biserko warned that election-mode thinking could freeze progress for months to come.

While international observers point to deep polarization between Prime Minister Albin Kurti and the opposition, Biserko argues the crisis is systemic rather than personal:

Biserko highlighted that the dialogue process is walking a thin line between a tool for genuine normalization and a cosmetic crisis-management exercise. She pointed out that behind the scenes, diplomat Peter Sørensen is trying to formulate a framework to speed up European integration paths for both nations, but true political will is absent in Belgrade.

“The Banjska attack of September 2023 remains the ultimate test,” Biserko said. “The total lack of prosecution against Milan Radoičić and his continued public presence are perceived in Brussels as absolute non-cooperation. The fundamental issue is that a legally binding agreement requires accepting the reality of Kosovo’s statehood—which remains highly volatile for Vučić domestically.”

For years, Lista Srpska maintained a strict monopoly on the ten reserved assembly seats for the Serb community in the Assembly of Kosovo. Biserko asserts this was maintained entirely through calculated pressure, economic blackmails, and threat architectures to prevent any internal pluralism.
