A new assessment of Albania’s political environment, security, and rule of law highlights progress in several areas while also raising concerns about corruption, institutional transparency, and the need for further reforms.
According to a report published by the Overseas Security Advisory Council (OSAC), a body within the US Department of State, Albania’s recent electoral processes have been calmer and more balanced than in previous years. However, the report notes that concerns remain regarding campaign financing, the use of public resources, and the overall political climate.
The report emphasizes that elections in Albania have historically been accompanied by concerns over the influence of organized crime and corruption on the electoral process. Nevertheless, it concludes that the 2025 parliamentary elections were conducted in an overall peaceful atmosphere.
OSAC notes that several isolated cases of irregularities involving candidates and their supporters were reported. However, Albania’s Central Election Commission (CEC) determined that these incidents did not affect the final election results.
At the same time, a joint international observation mission composed of the OSCE, the OSCE Parliamentary Assembly, the Parliamentary Assembly of the Council of Europe (PACE), and the European Parliament called for a comprehensive reform of Albania’s electoral system.
The report also highlights concerns over the practical implementation of legal safeguards, noting instances in which individuals were held for extended periods for questioning without being formally arrested.
Overall, the report recognizes the Special Structure Against Corruption and Organized Crime (SPAK) as playing a central role in Albania’s efforts to combat corruption and strengthen the rule of law.
