The EU Special Representative for the Belgrade–Pristina Dialogue, Peter Sorensen, has reiterated that the establishment of the Association of Serb-majority Municipalities is a long-standing obligation for Kosovo and is not dependent on the country’s political situation or upcoming elections.
In an interview with the Serbian newspaper Danas, Sorensen was asked about the EU’s calls for Kosovo to begin negotiations on establishing the Association at a time when the country appears to be “closer to elections than to forming new institutions.”
Sorensen said the obligation remains unchanged regardless of political developments.
“This is not something new. It is a long-standing obligation, also included in the Implementation Annex agreed in Ohrid in March 2023. The EU expects both parties to fulfill all their obligations under the 2023 Agreement and its Implementation Annex. Political or electoral developments do not change these obligations.”
