Ukrainian Intelligence: China Supplying Special Chemicals and Gunpowder to Russian Military Factories

Ukraine has confirmed intelligence indicating that China is supplying a range of critical products to Russian military factories, according to Oleh Ivashchenko, head of Ukraine’s foreign intelligence service, speaking on Monday.

“There is information that China is providing machinery, special chemical products, gunpowder, and specific components for defense manufacturing industries,” Ivashchenko told the state news agency “Ukrinform,” as reported by Reuters.

“We have confirmed data involving 20 Russian factories,” he added. Reuters has reached out to China’s Ministry of Foreign Affairs for comment on the allegation.

China, the world’s second-largest economy, has deepened its trade and economic ties with Russia since the beginning of the war in Ukraine in 2022, when Western powers imposed sanctions on the Russian economy.

Ukrainian President Volodymyr Zelensky stated last month that China is supplying Russia with weapons and gunpowder—marking the first time he directly accused Beijing of providing military assistance to Moscow.

China dismissed the accusation as “groundless,” but Ukraine responded by imposing sanctions on three Chinese entities.

Ivashchenko also said Ukrainian intelligence had information on at least five cases of Russian-Chinese cooperation in the aviation sector in 2024 and 2025, including the supply of equipment, spare parts, and documentation.

He further mentioned six instances of “large-scale shipments” of special chemicals, without providing additional details.
