Hoti: EU Sanctions Cost Kosovo Over €600 Million, €7.1 Million Lost Permanently

The European Union’s punitive measures against Kosovo have had a significant financial impact, with losses estimated at €613.4 million between June 2023 and April 2025, according to former Prime Minister Avdullah Hoti.

Hoti stated that the figure represents projects suspended indefinitely as part of the EU sanctions imposed on Kosovo.

“The total cost of the EU measures against Kosovo for the period June 2023 – April 2025 is €613.4 million. This includes projects suspended for an indefinite period,” Hoti wrote on Facebook.

Out of this amount, €7.1 million is permanently lost, funds that were originally designated for agriculture, rural tourism, and small enterprises, Hoti explained.

The sectors most heavily affected include:

  • Environment – €351 million
  • Energy – €114 million
  • Digitalization – €57 million
  • Culture – €15 million

The EU imposed sanctions on Kosovo in June 2023, citing the role of Prime Minister Albin Kurti in escalating ethnic tensions in the Serb-majority north of the country.
