Rubin: U.S. First Called KLA Terrorist, Changed Position After Rambouillet

During his testimony, James Rubin stated that the initial perception of the U.S. regarding the Kosovo Liberation Army (KLA) was different.

“Perhaps we violated our desire to always be on the side of angels. At first, we described it as an organization engaged in terrorist activities, and of course, with all our wish to be on the side of angels, we didn’t want to support people conducting terrorist activities,” Rubin said.

“This stance changed, especially after the KLA agreed to the Rambouillet Agreement,” he added.

Rubin reiterated his statement from yesterday, noting that while there were many claims and accusations of war crimes by KLA members, the U.S. was never able to verify them.
