The Central Election Commission (CEC) has announced that the online application period for the accreditation of observers monitoring the local elections for mayors and municipal assemblies, scheduled for October 12, 2025, ends today, September 27.

According to the CEC, the deadline for submitting online requests for accreditation—covering domestic NGOs, governmental and intergovernmental organizations, international organizations, and representatives of foreign states—opened on July 1 and closes today.

How to Apply for Accreditation

  • Step 1: The authorized representative of the organization (NGO, governmental/intergovernmental body, international organization specialized in elections and human rights, or representative of a foreign state) must fill out the required information via the online platform: https://apliko.kqz-ks.org.
  • Step 2: Once submitted, the Office for Registration, Certification, and Financial Oversight of Political Entities (ZRCKFSP) reviews the request and issues a decision of approval or rejection. If approved, credentials will be sent by email, enabling the authorized representative to register the organization’s/media’s observers for accreditation.

The platform also includes a video tutorial explaining the full application process.

Additional Information:
For further details, organizations can contact the Office via email at [email protected] or by phone at +383 38 200 81 010 (available 08:00–16:00).

Only observers accredited by the CEC will be authorized to monitor the local elections, including activities at the 38 Municipal Counting Centers (QKNs) and at the Counting and Results Center (QNR).
