Voter Registration for Special Needs Begins Today Ahead of Runoff Elections

The Central Election Commission (CEC) of Kosovo has announced that registration for voters with special needs for the upcoming runoff elections begins today, October 29, and will continue until November 4.

To ensure accessibility, the CEC will deploy mobile voting teams on November 9, the day of the runoff, to assist eligible voters who cannot reach polling stations in person.

Voters can register electronically through the official platform vpnv.kqz-ks.org or in person at their Municipal Election Commission (MEC). The registration process is being carried out in cooperation with relevant institutions and will remain accessible throughout the registration period.

The CEC has defined three main categories of special-needs voters:

I. Voters with Special Needs

These include individuals with legal capacity who are physically or medically unable to leave their homes to vote.
Registration can be completed online or physically at the local election office.
🔹 Note: Those who registered in the first round do not need to register again.

II. Voters with Limited Mobility in Institutions

This group includes voters who are hospitalized, elderly residents in care facilities, patients in mental health institutions, as well as prisoners and detainees.
The CEC, in coordination with the responsible institutions, will update the voter lists for those already registered during the first round.

III. Voters in Special Circumstances

This category includes individuals who cannot vote at their designated polling station due to security reasons or are under house arrest.
Registration for these voters can be done via the CEC’s electronic platform or with the assistance of the Municipal Election Commission. The CEC will also work with the relevant institutions to identify citizens under house arrest who are eligible to vote.

This initiative aims to ensure inclusiveness and equal participation for all citizens in Kosovo’s democratic process.
