The Public Procurement Review Body (PPRB) has approved a request by the Central Election Commission (CEC) to place the taxi company “E Taxi Tesla” on the blacklist for a period of three months, after irregularities were identified in a tender related to the October 12 local elections.
According to a decision published by the Tender Court, the ruling concerns the procurement activity titled “Taxi services for election day on October 12 and the second round”, reports Insajderi.
Three-Month Disqualification from Public Procurement
The decision states that, based on Article 99, paragraph 2 of the Law on Public Procurement, the request submitted by the contracting authority – the Central Election Commission – was approved, resulting in the disqualification of “E Taxi Tesla” LLC from public procurement procedures for three (3) months, from December 18, 2025, to March 17, 2026.
The company is registered in Prishtina, under unique registration number 811875931, and was linked to procurement number 320-25-8784-2-3-6, initiated by the CEC.
Failure to Submit Required Tax Documentation
As outlined in the decision, “E Taxi Tesla” failed to respond to repeated requests by the CEC to submit certification from the Kosovo Tax Administration (TAK).
Instead, the company submitted only a court certificate, while ignoring the contracting authority’s request for the mandatory tax clearance certificate. Despite several follow-up requests, the company provided no clarification or response, the document states.
Tender Initially Awarded, Then Cancelled
Initially, the CEC had declared “E Taxi Tesla” the winning bidder for providing taxi transportation services for passengers during the local elections, with an estimated contract value of €3,000.
However, the tender was later annulled, as the company failed to submit the required TAK documentation within the prescribed deadline, a fact also confirmed in the official cancellation decision.
