Albanian Prime Minister Edi Rama delivered an unusually candid and emotional address during a Socialist Party (PS) parliamentary group meeting on Monday, June 1, 2026. Defending a highly controversial luxury tourism development in the protected area of Zvërnec near Vlorë, Rama admitted that intense public backlash had recently driven him to consider resigning from office.

The premier’s remarks come amid escalating environmental protests and political pushback over the multi-million dollar development spearheaded by Affinity Partners, a private equity firm led by Jared Kushner, the son-in-law of U.S. President Donald Trump.

The Resignation Contemplation: “To Go Back to My Village”

Addressing his lawmakers directly, Rama rejected allegations that the coastal development would cause irreversible ecological damage. He characterized the public uproar as a product of structural “manipulations and untruths” manufactured by political opponents to sabotage Albania’s economic rise.

In a rare moment of vulnerability, Rama described the psychological toll of the recent demonstrations:

“Apologies if I am being too direct and perhaps even emotional, but this is my feeling. Because for me, these have been very astonishing days,” Rama confessed. “They are astonishing days that, for the first time, have made me think about bowing deeply to you for the great honor you have given me, asking for your forgiveness, and leaving to my village—leaving you in the hands of whoever you choose next to protect Albania from foreigners.”

Despite the admission, the Prime Minister clarified that he has chosen to reject resignation in favor of fulfilling his political mandate. He vowed to lead the country toward becoming “the most enviable destination in today’s Mediterranean,” framing the Zvërnec resort as a crown jewel of that national strategy. He added that without this overarching modernization vision, he has absolutely “no need for the prime minister’s chair.”

The Zvërnec Project: High Finance Meets Ecological Alarm

The geopolitical underpinnings of the dispute trace back to March 2024, when Jared Kushner publicly unveiled ambitious real estate blueprints for southwestern Albania. The investment strategy targets the pristine coastline of Zvërnec, planning for thousands of high-end hotel rooms, luxury eco-villas, and deep-water yacht docking facilities.

While the government views the project as an economic catalyst for the Balkan nation’s tourism industry, environmental scientists and international conservation networks have raised red flags.

[Zvërnec Environmental Friction Point]
├── Economic Vision: Luxury hotels, hundreds of villas, and elite Mediterranean branding.
└── Ecological Risk: Heavy construction in a globally recognized critical habitat for migratory waterfowl.

The Zvërnec wetlands and the adjacent Narta Lagoon are classified as protected territories of national and international significance. The region serves as a vital ecological corridor along the Adriatic flyway, hosting fragile nesting grounds for migratory waterfowl, most notably large colonies of greater flamingos.

Conservationists warn that the introduction of heavy machinery, permanent concrete foundations, and the noise pollution associated with a massive luxury resort will fragment the wetland ecosystem, permanently displacing vulnerable species and violating European environmental conventions.
