Çerimagiq: The EU Lacks a Motivating Offer for the Dialogue Parties

The lack of motivation in the form of a clear European perspective is seen by Western Balkan analysts as a key reason for the deadlock in the Kosovo–Serbia dialogue process.

Adnan Çerimagiq from the Berlin-based European Stability Initiative (ESI) emphasized that the dialogue process has been reduced to mere crisis management. In this context, he pointed out that the EU’s punitive measures against Kosovo should be lifted, as they bring no progress.

Experts from ESI note that the European Union has long failed to present an attractive offer that would motivate both sides to seriously engage in the normalization process. Instead, the EU is now more focused on calming tensions rather than creating sustainable solutions.

“When the EU fails to act proactively, it leaves space for crises and external actors to destabilize the situation—as we’ve seen with the events in Banjska and the tensions in northern Kosovo. All this shows that without a clear European framework, the process can only deteriorate further,” said Çerimagiq.

He stressed the need for a new and serious European offer for both sides. However, according to him, the EU’s punitive measures against Kosovo cannot produce results.

“Negative measures like sanctions don’t work. They should have been lifted long ago. The EU needs a clear strategy for action in the new global context. If it wants results, it must offer a realistic and renewed vision for the region,” Çerimagiq stated.

With dialogue meetings stalled, experts believe the EU must change its approach. Without a concrete European offer and political will from both parties, the process cannot move forward. A new strategic commitment is therefore needed to make the European perspective of the region more credible and tangible.
