Kosovo Diaspora Mobilizes: 105,000 Mail-In Voters Registered, Diplomatic Voting Set for June 6

The diaspora voting process for Kosovo’s upcoming snap parliamentary elections is fully underway. Around 105,000 citizens registered abroad are currently exercising their right to vote via mail-in ballots in a process running until June 6.

Concurrently, the Central Election Commission (CEC) and the Ministry of Foreign Affairs and Diaspora (MPJD) are finalizing logistical frameworks for physical, in-person voting across a sweeping network of embassies and consulates worldwide.

Mail-In Ballots Dominate Diaspora Participation

According to the CEC, the distribution of electoral packages containing official ballots to registered expats globally has been largely completed.

An independent election analysis conducted by the non-governmental organization Germin highlights that mail-in voting remains the most dominant form of political participation for the Kosovo diaspora. The report credits sweeping 2023 electoral law reforms with drastically modernizing registry protocols and expanding overall accessibility for citizens living abroad.

CEC Spokesperson Statement: “The mail-in voting window is currently active for approximately 105,000 citizens who chose this method,” stated Valmir Elezi, spokesperson for the CEC. “Meanwhile, voters registered to cast their ballots physically across 28 different host countries will do so on June 6, the legally mandated date for voting within our foreign diplomatic missions.”

In-Person Diplomatic Voting: June 6 Blueprint

For voters who opted out of the mail-in system, a major physical voting infrastructure will activate on June 6 across Kosovo’s global diplomatic network.

The Ministry of Foreign Affairs (MPJD) confirmed it has deployed comprehensive logistical assets and specialized human resources to guarantee a seamless, secure, and transparent operation.

Civil society leaders have highly praised these infrastructural expansions. Lirim Krasniqi from Germin emphasized that the inclusion of physical voting centers within embassies—alongside a vastly improved online registration interface—marks a historic leap forward in connecting the diaspora to Kosovo’s domestic political landscape.
