The Kosovo Judicial Council (KJC) announced that it will hold its next meeting today, with the agenda including the review of a request from Acting President of Kosovo Albulena Haxhiu regarding the resignations of judges and staff members from the Serbian community who have requested to withdraw their resignations.
This item is listed as the ninth point out of 16 agenda items.
Acting President Albulena Haxhiu had sent a letter on June 19, 2026, to KJC Chairperson Rrustem Thaqi, requesting that the Council resolve the matter concerning the resignations submitted by judges and administrative staff from the Serbian community within Kosovo’s judicial system.
“Keeping these positions vacant for such a long period undermines legal certainty, prevents the full functioning of the justice system, and affects the efficiency of the responsible institutions,” the letter stated, among other points.
Meanwhile, the Kosovo Prosecutorial Council (KPC) decided at its meeting on July 20, 2026, to reject the withdrawal of resignations by Serbian prosecutors and support staff within the prosecutorial system, forwarding the matter to the Acting President for dismissal from duty.
A day later, on July 21, Haxhiu announced that she had signed decrees removing seven Serbian prosecutors from office, who had originally submitted their resignations in 2022.
The European Union criticized both the KPC decision and Haxhiu’s decrees, stating that they appeared to be inconsistent with the law.
“The EU is concerned by yesterday’s decision of the Kosovo Prosecutorial Council to accept resignations that had already been withdrawn, as well as today’s decision by the Acting President to decree those resignations. This appears not to be in line with the law, due legal procedures, and the general requirements of the rule of law in Kosovo,” the EU said in a statement.
The EU called on all relevant institutions to refrain from actions that could hinder the reintegration of Serb Kosovo judicial personnel.
