Kosovo Police Director General Gazmend Hoxha resigned on October 30, five days after the killing of Arlinda Zekaj, a case that sparked public protests and demands for institutional accountability.

Asked by Radio Free Europe whether his resignation was connected to the institutions’ handling of the case, Hoxha described his decision as a “moral resignation.”

However, he did not clarify whether this meant he accepted responsibility for possible institutional failures in the handling of the case.

Earlier on Thursday, the Office of the Prime Minister announced that Prime Minister Albin Kurti had accepted Hoxha’s resignation and relieved him of his duties.

Following a proposal from Interior Minister Xhelal Sveçla, Kurti appointed Fehmi Hoti as acting director general of the Kosovo Police.

“The Government of the Republic of Kosovo appreciates Mr. Hoxha’s contribution and commitment throughout his mandate,” the government said in a statement.

No further explanation was provided for Hoxha’s departure.

The resignation comes amid growing public scrutiny of how Kosovo’s institutions handled the circumstances surrounding Zekaj’s killing, with protests and calls for accountability directed at the police and other responsible authorities.
