Montenegro Minister Dukaj: Anti-Kosovo Declaration Is an Attack on Institutions and an Overreach of Local Authority

Marash Dukaj has reacted to the decision of the Municipal Assembly of Zeta, which approved a declaration seeking to “revoke” the recognition of Kosovo within the municipality’s territory, describing the move as a step backward for Montenegro’s European future.

In a post published on X, Dukaj said he was not surprised by the declaration adopted by the Zeta Municipal Assembly attempting to overturn the state decision recognizing the Republic of Kosovo.

Without going into the constitutional and legal dimensions which, according to him, do not give the political act any binding force Dukaj stated that the move represents an attempt to assume powers that do not belong to local authorities, as well as interference in good neighborly relations, which he described as one of the key strategic objectives of the Montenegrin state.

“Instead of the country’s newest municipality focusing on creating better living conditions and improving the wellbeing of its citizens, we are witnessing attempts to weaken institutions through deviations within the system, driven by narrow political interests and geopolitical strategies linked to them,” Dukaj declared.

He further argued that the declaration constitutes “a step backward in building a European future,” warning that initiatives of this kind could undermine Montenegro’s pro-European orientation and institutional stability.

The reaction comes after the Zeta Municipal Assembly approved a symbolic declaration calling for the annulment of Montenegro’s recognition of Kosovo, despite foreign policy matters remaining exclusively under the jurisdiction of the central government in Podgorica.
