Ukrainian President Volodymyr Zelenskyy has leveled sharp criticism at the United States, revealing that long-running bilateral negotiations with Washington regarding the domestic co-production of advanced anti-ballistic missile systems have completely stalled.

Facing continuous aerial bombardments and a shifting geopolitical climate, Zelenskyy made it clear that Kyiv is pivoting its defense industry focus toward European partners to accelerate the mass manufacturing of strategic air defenses.

A Breakdown in Washington’s Bureaucracy

Speaking to reporters, Zelenskyy expressed deep frustration over the lack of structural progress on the joint missile initiative, which Kyiv views as essential for establishing long-term strategic autonomy from foreign military aid pipelines.

While Ukraine remains in constant communication with the U.S. executive and military leadership regarding general defense funding, the specific blueprint to allow Ukraine to manufacture American-designed anti-ballistic systems on its own soil has hit a diplomatic wall.

President Zelenskyy on the Delayed Aid: “Negotiations with the United States regarding this project have failed to make any progress for a very long time. For the American leadership, helping Kyiv should be viewed as absolutely vital, yet we are left waiting.”

The Pivot to Europe for Co-Production

Faced with a prolonged deadlock in Washington, the Ukrainian government is actively re-routing its defense procurement and industrial strategy toward European capitals.

The goal is to co-develop and rapidly scale the industrial manufacturing of sovereign anti-ballistic infrastructure directly on the European continent to circumvent political gridlock in the West.

“We are aggressively trying to accelerate this project in Europe,” Zelenskyy declared, emphasizing that the focus is now on manufacturing domestic anti-ballistic systems across the continent “in sufficient quantities” to secure Ukrainian airspace against hypersonic and ballistic threats.

The public rebuke highlights an expanding rift between Kyiv and Washington over the speed and scope of technological transfers, even as European defense consortiums step up to integrate Ukraine deeper into the continent’s military-industrial complex.
