The Directorate of Inspection in the Capital City of Prishtina has issued a decision prohibiting the use of any construction objects that have not undergone a Final Inspection and have not been issued an Occupancy Certificate.
The decision applies to all categories of buildings, including individual residential buildings, collective housing buildings, residential-commercial buildings, business premises, industrial facilities, public buildings, and other structures falling under the city’s inspection authority.
According to the Prishtina Inspection Directorate, the purpose of this decision is to protect the life, health, and safety of citizens, while ensuring compliance with the applicable construction legislation. The institution emphasized that no building may be put into use unless it has been officially inspected and certified as meeting the approved construction permit, project requirements, technical standards, and safety conditions.
Investors will receive inspection orders requiring them not to put buildings into use, hand over apartments or business premises to users, begin economic activities, or allow residents to move in until the Final Inspection procedure is completed and the Occupancy Certificate is issued.
The Directorate has also called on citizens and buyers not to accept apartments, commercial spaces, or other facilities without an Occupancy Certificate, warning that using such buildings means they have not yet been officially verified for legal and technical safety requirements.
If violations are identified, the Inspection Directorate has announced that it will take legal measures, including immediate suspension of the building’s use, evacuation orders, administrative fines, and the initiation of further legal procedures.
“Safety is not a formality,” the Directorate stated, emphasizing that it will not tolerate the use of buildings that fail to meet legal requirements.
The decision aims to strengthen construction oversight in Prishtina and ensure that residents and businesses operate only in buildings that meet safety and regulatory standards.
