Serwer: The U.S. Should Support Kosovo and Limit Belgrade’s Influence

American professor Daniel Serwer has argued that the United States should focus not only on maintaining stability in Serbia but also on strengthening democracy and supporting Kosovo and Bosnia and Herzegovina against Belgrade’s regional influence.

“I would like to see genuine efforts to support the restoration of democracy and to limit Belgrade’s attempts, through the concept of the ‘Serbian World,’ to exert influence in Bosnia and Kosovo,” Serwer said.

He also warned that Belgrade may continue to avoid accountability for several unresolved issues, including the abduction of three Kosovo police officers, the attacks against KFOR personnel, and the terrorist attack in Banjska.

According to Serwer, it would not be surprising if Washington renewed its calls for the establishment of the Association of Serb-majority Municipalities.

He stressed, however, that from Kosovo’s perspective, such an arrangement would only be possible after Serbia recognizes Kosovo, adding that the Association remains a major obstacle in the normalization dialogue.

Serwer’s remarks come amid renewed discussions over U.S.-Serbia strategic engagement and ongoing efforts to normalize relations between Kosovo and Serbia under the EU-facilitated dialogue.
