MINT: €1,500–€5,000 fine for each expired electricity meter

The Ministry of Industry, Entrepreneurship, Trade and Innovation (MINT) has announced that the Inspectorate has imposed fines on KEDS ranging from €1,500 to €5,000 for each electricity meter found to have exceeded its validity period.

In a press release, MINT stated that during inspections following consumer complaints about irregularities in meter readings, inspectors also identified meters with expired certification.

“Based on these findings, the Central Market Surveillance Inspectorate, relying on the Law on Metrology (Article 46, paragraph 1.3, subparagraph 1.3.2), has imposed fines ranging from €1,500 to €5,000 for each expired meter,” the ministry said.

The ministry did not specify how many meters were affected.

To facilitate reporting of market irregularities, MINT has also activated a mobile number for complaints. Citizens can now submit complaints at any time, including weekends and holidays, via phone or Viber.

Earlier, the Democratic League of Kosovo alleged that electricity meters were incorrectly calculating consumption by applying higher tariffs during periods when lower tariffs should apply. According to the party, 87% of 884 verified meters overcharged consumers.

These reports prompted the ministry to establish a special commission to verify suspicious meters, with complaints exceeding 500 cases.

KEDS has denied the allegations.

Previous reports highlighted similar concerns, with residents in Fushë Kosova claiming that meter times were inaccurate, making it difficult to benefit from lower night tariffs.

According to the current tariff structure, higher electricity rates apply during daytime hours, while lower rates apply at night. Pricing varies depending on consumption levels, with higher tariffs for users exceeding 800 kWh per month.
