The Caretaker Government of the Republic of Kosovo convened for its regular session today, passing a wide-ranging legislative agenda centered around immediate social welfare injections and municipal economic zone expansions.

Facing continuous macroeconomic pressures, the executive cabinet approved the sweeping “Anti-Inflation Package 2.0” alongside key infrastructural property transfers aimed at boosting local tech and industrial development.

[CARETAKER GOVERNMENT EXECUTIVE ORDERS: MAY 22, 2026]
   • Inflation Relief: Approving Package 2.0 (Bonuses for retirees, children, students, private sector).
   • Food Security: Allocating €1,000,000 for low-income family food vouchers (Measure 3.4).
   • Tech Clusters: Transferring municipal land in Gjilan for an Industrial & Tech Park.
   • Asset Seizure: Moving forward with expropriations of "Virgjinia" and "Metaliku" for Gjakova Industrial Zone.

The Anti-Inflation 2.0 & Welfare Matrix

The cornerstone of today’s executive session was the formal passage of the Anti-Inflation Package 2.0, paired with a specific €1,000,000 allocation under the Economic Revival Framework (Measure 3.4) dedicated entirely to food vouchers for vulnerable families.

The targeted direct-stimulus bonuses under the new package are structured as follows:

  • Pension Schemes: A one-time financial support bonus for all eligible beneficiaries of state pension tracks.
  • Child Welfare: A one-time supplementary payment issued to all families currently receiving standard child allowance benefits.
  • Private & Non-Budget Sectors: Direct financial aid targeting all registered employees (declared as of April) earning a monthly net income of under €1,000. This specific measure covers the private sector, civil society organizations (NGOs), and public enterprise workers who are outside the direct state budget payroll.
  • Higher Education: A one-time stipend for all active, full-time students enrolled in public and private higher education institutions across Kosovo for the 2025/2026 academic year, provided they meet regulatory criteria.

Strategic Industrial Zones and Property Expropriations

In a bid to drive domestic production, export capacity, and technological innovation, the Caretaker Government greenlit two major territorial initiatives:

  1. Gjilan Industrial and Technological Park: The executive approved the declaration of public interest for the transfer of municipal property over to the Ministry of Industry, Entrepreneurship, Trade, and Innovation (MIETI) to establish a state-of-the-art tech hub in the Gjilan municipality.
  2. Gjakova Industrial Expansion: The cabinet approved further review for the public-interest expropriation of the former socially-owned enterprises “Virgjinia” and “Metaliku.” These strategic assets, currently managed by the Privatization Agency of Kosovo (PAK/AKP), will be repurposed to construct the new “Industrial Zone” in the Gjakova municipality.
