Command Sergeant Major Ilir Rama is attending the 22nd International Senior Enlisted Seminar in Oberammergau, presenting the KSF’s modernization vision and engaging with top transatlantic military planners.
The Kosovo Security Force (KSF) has secured a high-profile seat at the 22nd International Non-Commissioned Officer Senior Leadership Conference (ICC 2026), currently underway at the highly prestigious NATO School in Oberammergau, Germany.
Representing Pristina’s defensive interests is KSF Command Sergeant Major Ilir Rama (OR9), who joined an elite cadre of top-tier military planners, institutional leads, and allied strategists.
The defense summit is officially organized and hosted by NATO’s Allied Command Transformation (ACT). The critical mandate of ICC 2026 is to assemble senior enlisted leaders from across the core NATO alliance, global partner nations, and specialized international military institutions to address shifting global security threats and outline long-term strategic priorities.
Presenting the KSF Doctrine and Building Partner Networks
Throughout the high-level proceedings, Command Sergeant Major Rama held a series of strategic, closed-door bilateral meetings with his direct counterparts from various NATO member states and regional partner militaries.

A focal point of Pristina’s participation was Rama’s formal presentation detailing the KSF Force Command’s long-term vision. He outlined Kosovo’s institutional framework for the professional advancement, tactical training, and strategic doctrine of its non-commissioned officer corps.
As Kosovo systematically advances through its comprehensive 10-year transition plan aimed at transformation into a conventional, fully interoperable defense force, participation in ACT summits remains vital. The engagement allows the KSF to directly integrate contemporary Western operational lessons into its domestic training pipelines before regional defense structures shift.
