The Special Prosecution Office of the Republic of Kosovo (PSRK) has officially indicted six ethnic-Serb defendants for orchestrating the December 2022 blockades in Zveçan Municipality. The comprehensive indictment, drafted by Special Prosecutor Admir Shala, details a highly structured paramilitary operation designed to aggressively sever the region from Prishtina’s jurisdiction.
The prosecution reveals that the entire criminal enterprise was planned and executed under the direct command of Milan Radoičić, the fugitive former Vice President of the Serb List (Lista Serbe). Due to Radoičić and 10 other key suspects (M.R., A.S., A.F., A.J., R.S., S.A., D.V., S.P., V.R., M.R., and M.R.) remaining outside the reach of Kosovo law enforcement, formal investigations against them have been temporarily suspended pending their arrest.

The indictment target six specific operatives who executed the blockades on the ground, connecting their activities directly to the wider underground resistance. Among them is Dušan Maksimović, who has already been convicted and sentenced to life imprisonment for his role in the September 2023 Banjska terrorist attack.

According to the case files obtained by Betimi për Drejtësi, the prosecution details that the cell did not simply set up passive traffic obstructions. Instead, Radoičić’s group developed a sophisticated logistical and defensive military matrix.

“The criminal group led by Milan Radoičić planned the strategy of blocking, coordinating, logistics, monitoring the Kosovo Police, and positioning citizens and personnel at strategic points by creating road barricades and digging trenches (istikame) or military positions in many strategic parts in the northern part of the Republic of Kosovo.”
The core purpose was to use force and violence to prevent the institutions of the Republic of Kosovo and the Kosovo Police from exercising state authority. The infrastructure consisted of 16 coordinated barricades made up of trucks filled with heavy gravel, excavators, buses, and ambulances. Strategically placed next to these blockades were fortified trenches (istikame), where armed units stood ready to launch synchronized attacks against the Kosovo Police if they attempted to clear the roads.

The Trigger: The Arrest of Dejan Pantić
The indictment specifically outlines how the entire grid was activated on December 10, 2022, following the detention of former police officer Dejan Pantić at the Jarinje border crossing.
As soon as illegal Serbian structures and criminal networks learned of Pantić’s arrest, they activated emergency mobilization alarms throughout the northern municipalities. The group swiftly deployed heavy machinery to completely seal off the main highway near Rudare village leading to Jarinje.
The primary objective of this fast deployment was to physically prevent law enforcement from safely transporting Pantić from the northern border down to the capital city of Prishtina, effectively holding state infrastructure hostage.
Weaponizing Municipal Logistics: The “Standard” Company
A key element of the indictment involves the exploitation of local public infrastructure. Defendants Srđan Vuničić (a supervisor) and Nenad Orlović utilized their positions within the local cleaning utility company “Standard” to misappropriate company utility vehicles, heavy equipment, and machinery, turning them directly into tactical roadblocks.
Orlović, acting as a masked operative alongside other unidentified individuals, was identified as a key asset coordinator running checkpoints between Rudare village and the technical school intersection in North Mitrovica.
All six defendants are being charged under Article 127, Paragraph 2 in connection with Article 114, Paragraph 2 of the Criminal Code of the Republic of Kosovo (KPRK), which carries severe penalties for joining illegal associations to undermine and attack the constitutional order of the state.
