The Higher Public Prosecutor’s Office (VJT) in Belgrade has ordered the Anti-Terrorism Service of the Criminal Police Directorate (UKP) to launch an investigation into allegations that a network of university student activists deliberately staged the simulated use of a military-grade “sonic cannon” during mass protests in the capital on March 15, 2025.

According to an official state prosecution briefing on June 19, 2026, intelligence suggesting an engineered psychological operation was recovered during a recent police raid on the Faculty of Philosophy at the University of Belgrade.

The state maintains that student organizers fabricated the sound weapon attack by state authorities to generate widespread public panic, spark domestic unrest, trigger a harsh diplomatic backlash from Brussels, and ultimately seek the violent overthrow of Serbia’s constitutional order.

The Faculty Raid and Recovered Documents

The investigative trail originated from a completely separate criminal case. On March 26, 2026, a female student (identified as M.Ž.) tragically died under suspicious circumstances following a pyrotechnics fire on the fifth floor of the Faculty of Philosophy building.

When police forensic teams raided the university halls the following day to review campus safety protocols, they seized classified internal documentation belonging to the cross-university student activist alliance “Students under Blockade.”

The Investigation Pipeline

 [ JANUARY 22, 2025 ] ──► ACTIVIST PLANNING SESSION
 • "Students under Blockade" create a specialized umbrella unit titled
the "Roof Working Group for Security" (KRBG) to discuss state weaponry.

 [ MARCH 15, 2025 ] ──► THE SLAVIJA SQUARE PROTEST
 • Mass crowds flee the streets onto sidewalks, causing panic; activists
publicly allege the police deployed a chemical or sonic weapon.

 [ MARCH 27, 2026 ] ──► UNIVERSITY RAID & SEIZURE
 • Following a fatal fire on campus, police seize internal activist agendas
detailing a script to "simulate" a sonic cannon event.

Among the seized files, investigators discovered the official minutes from a January 22, 2025 meeting of the Roof Working Group for Security (KRBG). According to the prosecution, transcripts from the student meeting reveal a calculated strategy regarding a sonic weapon:

  • The Chinese Strategy: Meeting minutes noted that “in China, the practiced solution was to clear out of the way the moment a sonic cannon is sighted.”
  • The Diplomatic Target: Transcripts reportedly show a participant stating that framing the Serbian government for deploying such an advanced crowd-control device against its own citizens “would trigger a massive, heavy response from Brussels.”

Prosecution Directives to the Anti-Terrorism Unit

The VJT has classified these actions under Section 309 of the Criminal Code of Serbia (Calling for the Violent Alteration of the Constitutional Order). The state has ordered counter-terrorism units to execute the following immediate actions:

  1. Informativni Razgovori (Official Interrogations): Police must track down and identify every student representative present at the January 22, 2025 KRBG planning session to explain the context behind the recorded transcripts.
  2. Deconstruction of the Slavija Square Panic: Detectives are tasked with uncovering exactly how roles were divided during the March 15 protest at Slavija Square. Investigators want to know who ordered marshals to strip off their high-visibility security vests and who commanded the crowds to run from the streets onto the sidewalks, which prematurely dispersed the rally.
  3. Media and Medical Verification: The state has ordered full interrogations of all public figures, journalists, and activists who categorically claimed in the media that a sonic weapon was fired. Furthermore, the UKP must identify the specific organizers who set up medical examinations for protesters claiming to suffer from acoustic trauma following the demonstration.

To centralize the state’s crackdown, the Higher Public Prosecutor’s Office has ordered the First Basic Public Prosecutor’s Office in Belgrade to surrender all case files, medical reports, and legal records previously compiled during initial look-ins into the alleged crowd-control incident.
