Montenegro’s Ministry of Foreign Affairs has summoned Russian Ambassador Aleksandar Lukašik following his public remarks and a statement issued by the Russian Embassy criticizing Podgorica’s decision to fully align its visa policy with the European Union.
According to the Ministry, the ambassador’s published article and the embassy’s official reaction contained assessments that exceeded the boundaries of normal diplomatic communication and were inconsistent with the principles of mutual respect.
During the meeting, Montenegrin officials stressed that statements questioning the independence and credibility of Montenegro’s institutions, as well as comments regarding the country’s internal political developments and the will of its citizens, were unacceptable.
Podgorica reiterated that the decision to harmonize its visa policy with the European Union is a sovereign decision taken in accordance with Montenegro’s national interests and its obligations under the EU accession process. The government also emphasized that the measure is not directed against Russian citizens.
Montenegro further reaffirmed its position on Russia’s war against Ukraine, underscoring its commitment to international law, the United Nations Charter, and the principles of sovereignty and territorial integrity.
The Ministry of Foreign Affairs said Ambassador Lukašik was also reminded of the obligations set out in the Vienna Convention on Diplomatic Relations, which requires diplomats to respect the laws of the host country and refrain from interfering in its internal affairs.
The diplomatic exchange comes amid continued tensions between Russia and several European countries over sanctions, visa policies, and the broader geopolitical consequences of the war in Ukraine.
