The EU’s Special Envoy for the Kosovo-Serbia Dialogue, Peter Sorensen, was recently asked about the role of the United States in the Kosovo-Serbia dialogue process.
In an interview with Danas, the Serbian newspaper asked him: How dependent are the negotiations in Brussels on Washington?
In response, Sorensen described the United States as an important partner but said that implementing the commitments made in the process is the responsibility of Kosovo and Serbia.
“The dialogue is mediated and led by the European Union. The United States is an important partner, while close coordination between the EU and the US supports the normalization process. However, ultimately, the implementation of the agreements is the responsibility of Belgrade and Pristina. External partners can facilitate and support the process, but the parties themselves must fulfill their obligations.”
In the interview, Sorensen also addressed the issue of the Association of Serb-Majority Municipalities.
He said that establishing the Association is an obligation for Kosovo and does not depend on political developments or elections in the country.
“This is not something new. It is a longstanding obligation, also included in the Implementation Annex agreed in Ohrid in March 2023. The EU expects both parties to fulfill all their obligations under the 2023 Agreement and its Implementation Annex. Political or electoral developments do not change these obligations.”
