Former Kosovo Foreign Minister Enver Hoxhaj stated that the European Commission’s Progress Report for Kosovo clearly indicates that the Brussels Agreement and the Association are in effect.
In a Facebook post, Hoxhaj expressed concern that the transformation process has stalled and been blocked, noting that Kosovo has seen no internal reforms in any sector or successes in foreign policy in recent years.
“It is unfortunate that the transformation process has stalled and been blocked, as Kosovo has not undertaken any internal reforms in any sector nor achieved any success in foreign policy. It has only taken on obligations from the dialogue with Serbia, without any concrete benefits or political and financial support! The Progress Report states clearly that Kosovo is not expected to receive candidate status anytime soon. Since the application in December 2022, Kosovo’s request has not been addressed at all in Brussels, neither in writing nor through any informal political commitments!” Hoxhaj wrote.
“The report emphasizes that Kosovo must implement the Brussels Agreement and the Ohrid Annex. It is also clear that the European proposal for the Association is a done deal for the EU, and Kosovo simply needs to implement it. The text of the report is quite concerning, stating: ‘Both Kosovo and Serbia are expected to fulfill their respective obligations arising from the Agreement for the path towards normalization. This includes the establishment of the Association/Community of Serb-majority Municipalities (A/CSM). Kosovo is expected to initiate the process leading to the creation of the A/CSM based on the European proposal presented to the Parties on October 21, 2023. Serbia is expected to start fulfilling its obligations from the Agreement in parallel by initiating the recognition of Kosovo’s documents, symbols, and institutions.’”
From this paragraph, it is clear that the Brussels Agreement and the Association are in effect, and beyond the debate over signing and implementation, all of these are in force!” he stated.
