With Only 55 Votes in Favor, Assembly Fails to Proceed with Secret Ballot – Parliamentary Session Suspended Until Saturday

The Kosovo Assembly has suspended its plenary session after failing to secure the necessary votes to proceed with a secret ballot vote for the election of the new Speaker.

Only 55 MPs voted in favor of the procedural motion to initiate a secret ballot, falling short of the required majority, leading to an automatic interruption of the session.

This development follows intense political tension, after Vetëvendosje proposed shifting to a secret ballot as a way to unlock the institutional deadlock, citing a 2014 Constitutional Court decision as justification. However, opposition parties PDK and LDK strongly objected, calling the move unconstitutional and without precedent. Neither party proposed members for the Commission overseeing the secret ballot.

The failure to move forward now deepens the political crisis, with the Assembly remaining without a Speaker and no clear path forward.

The parliamentary session is scheduled to resume on Saturday, May 3 at 10:00.
