Kosovo MPs Cost State Over Half a Million Euros for Less Than 2 Hours of Parliamentary Work in Two Months

From April 15 to June 30, 2025, Kosovo’s 120 Members of Parliament received more than €555,000 in salaries — despite attending parliamentary sessions for less than 2 hours in total during the entire period.

According to a report by RTV Dukagjini, MPs were convened 24 times between April 15 and May 31, though some attended fewer sessions due to absences. The sessions amounted to just 1 hour and 40 minutes of actual parliamentary work in May, yet €230,000 was disbursed for MP salaries for that month alone — averaging around €1,860 per MP.

The data, obtained via the Law on Access to Public Documents, does not include the 17 MPs who also serve in government positions, such as Prime Minister Albin Kurti, and who receive ministerial or deputy ministerial salaries instead.

RTV Dukagjini also reports that €95,633 was spent in April on transitional salaries for 48 MPs — allowances granted to outgoing officials during a transitional period.

Some notable salary adjustments include:

MPs Haxhi Avdyli and Adriana Matoshi did not receive a transitional salary for April due to other declared income.

Former Speaker Glauk Konjufca and deputy speakers continued receiving higher “leadership” salaries until April 15.

Former deputy speakers Enver Hoxhaj and Kujtim Shala had €189.94 deducted from their salaries in May for failing to prove they had no other financial income.

Despite ongoing constitutional deadlock and repeated but inconclusive constitutive sessions, MP salaries continue to be executed monthly. On June 30, yet another €230,000 in salaries was paid for the month — again, with virtually no parliamentary productivity.

The revelations are likely to fuel public frustration amid political stagnation, as elected representatives continue to receive full paychecks while failing to elect the Speaker of the Assembly or advance any legislative agenda.
