Limaj: If the Assembly Fails to Convene Within 60 Days, All 120 MPs Should Be Decertified

Fatmir Limaj, leader of the Social Democratic Initiative (Nisma Socialdemokrate), has commented on the recent order from the Constitutional Court regarding the formation of the Assembly of Kosovo and the election of the parliamentary speaker.

Limaj emphasized that the process must be fair and that other political groups should be given the opportunity to propose candidates. He stated that if MPs fail to elect a speaker within the 30-day deadline, other groups should be allowed to put forward their nominees.

Furthermore, Limaj declared that if no results are achieved within 60 days, all 120 current MPs should be decertified.

“If the Assembly fails twice, MPs should lose their mandate. The public would then see that these 120 deputies are not fulfilling their duty and do not deserve to be in parliament,” Limaj told Dukagjini TV. “The Constitutional Court would have the right to decertify them and give the opportunity to those next in line. If even that fails after another 60 days, the country should go to elections.”

The Constitutional Court has once again ordered MPs to convene the new parliamentary composition, elected in the February 9 elections, with clearer instructions this time. The Assembly must be formed within 30 days, and the parliamentary speaker elected through an open vote, with the same candidate allowed to be put forward no more than three times.

The session cannot be held until the full ruling is published, which is expected to clarify other legal aspects. In its previous decision on June 26, which was ignored by MPs, the Court had not specified the legal consequences of non-compliance.

For nearly six months, Kosovo has failed to form its Assembly due to a lack of political agreement among parties, as no single party secured a governing majority.
