The Supreme Court of Kosovo has rejected the appeal of Korab Mushkolaj, the Democratic Party of Kosovo (PDK) candidate for mayor of Deçan, against the decision of the Election Complaints and Appeals Panel (ECAP/PZAP), which had refused his certification for the October 12 elections.
The Court ruled that the appeal was unfounded.
The Office for Registration, Certification, and Financial Oversight of Political Entities had determined that Mushkolaj holds a permanent appointment with the Ministry of Foreign Affairs as a senior official. Under the Law on the Foreign Service, members of the foreign service are not eligible to run for elected office. PDK was asked to replace him, but the party refused, leading to his exclusion from the candidate list.
The Supreme Court upheld ECAP’s findings, confirming that Mushkolaj’s disqualification was not unlawful and did not constitute discrimination or a violation of electoral or fundamental rights guaranteed by the Constitution or the European Convention on Human Rights.
👉 The decision means that all other PDK candidates remain certified, while Mushkolaj is permanently excluded from the race in line with the legal framework.
