Kosovo Prosecutorial Council Adopts Key Decisions

The Kosovo Prosecutorial Council (KPC), chaired by Ardian Hajdaraj, held its latest meeting where a series of important decisions were adopted regarding the functioning and further development of the prosecutorial system in the country.

During the meeting, the minutes of the 270th and 271st sessions of the Council were approved, with special emphasis placed on the adoption of the Administrative Instruction for setting the indicative norm for state prosecutors, which enters into force immediately.

According to the announcement, among the other significant decisions, the KPC approved:

  • The Regulation on the election of prosecutorial members of the Prosecutorial Council, with two amendments;
  • The report on the promotion of several prosecutors to the Court of Appeals, including Sebahate Hoxhaj – Pepaj, Dëshirë Jusaj, and Kujtim Munishi, effective from September 15, 2025;
  • The report on promotions within the Basic Prosecution in Gjakova, where prosecutors Shqiponjë Jupa and Qazim Kuçi were promoted, effective from June 8, 2025;
  • The request for promotion within the Juvenile Department of the Basic Prosecution in Prizren and the opening of a competition for this position starting September 8, 2025.

The Council also appointed prosecutor Qazim Kuçi as a mentor at the Academy of Justice, while Arian Gashi was appointed as a member of the Market Conditions Commission.

Another significant decision was the permanent transfer of prosecutor Arben Ismajli to the Serious Crimes Department of the Basic Prosecution in Gjilan, effective September 15, 2025.

In line with strengthening transparency and accountability, the KPC:

  • Updated the list of prosecutors serving on investigative panels;
  • Established two investigative panels for disciplinary cases within the Basic Prosecution in Prizren and the Special Prosecution;
  • Rejected a request by the Ombudsperson Institution for a disciplinary investigation.

Additionally, the Council approved the final report of the Commission for the Evaluation of Prosecutors’ Performance for seven permanent prosecutors and authorized amendments to Decision No. 77/2018.

Strategic decisions were also made concerning data protection and infrastructure maintenance:

  • Chairperson Hajdaraj was authorized to sign an inter-institutional agreement with the Judicial Council and the Kosovo Police regarding data protection;
  • The General Director of the KPC Secretariat, Mr. Sami Istrefi, was authorized to sign an agreement with the Ministry of Internal Affairs for the transfer of responsibilities related to the maintenance of Building C at the Palace of Justice.

Finally, the KPC authorized the Commission on Normative Issues to take steps toward the merger of two commissions in line with the Law on the Prosecutorial Council and to draft a Regulation on the protection of personal data within the prosecutorial system.

The Kosovo Prosecutorial Council reaffirmed its commitment to enhancing the efficiency and integrity of the prosecutorial system in the Republic of Kosovo.
