Deadline Ends Today for Registering Voters Who Cannot Attend Polling Stations

The Central Election Commission (CEC) announces that the registration and recording period for voters with special needs for the Local Elections for Municipal Mayors and Municipal Assemblies, who cannot go to their polling stations on election day, is ongoing.

To facilitate voting for registered voters with special needs, the CEC will deploy mobile teams in every municipality of Kosovo on election day, October 12, 2025, to visit the registered voters at their addresses.

To simplify the registration process, the CEC has activated an online platform: https://vpnv.kqz-ks.org, which will be accessible until October 7, 2025. Key deadlines are as follows:

I. Registration and Recording of Voters with Limited Mobility in Institutions

  • Started: September 15, 2025
  • Ends: October 2, 2025

Voters in institutions include those with legal capacity but limited mobility in hospitals, elderly care homes, mental health institutions, prisons, and pre-trial detention centers. The CEC, in cooperation with relevant institutions, records these voters.

Voters already recorded in these institutions are considered registered. Those in hospitals, elderly homes, or shelters for victim protection may also register individually through the online platform.

II. Registration of Voters with Special Needs

  • Started: September 7, 2025
  • Ends: October 7, 2025

Voters with special needs are those who, due to physical, health, or other disabilities, cannot personally go to their polling stations. Registration can be done online or physically at the Municipal Election Commission in the municipality where the voter resides.

III. Registration of Voters in Special Circumstances

  • Started: September 7, 2025
  • Ends: October 7, 2025

Voters in special circumstances include those who cannot vote at their assigned polling stations due to security reasons or those under house arrest. Registration for voters unable to vote due to security reasons can be done via the CEC online platform or with assistance from the Municipal Election Commission. The CEC, in cooperation with relevant institutions, records eligible voters under house arrest.
