KDI Summary of Kosovo Local Election Results – Winners and Losers

Eugen Canolli, senior researcher at KDI, provided a comprehensive overview of the preliminary local election results in Kosovo. According to his analysis:

  • For mayoral races, LVV leads nationally with around 27% of votes.
  • For municipal assemblies, LDK leads with around 24%.

Performance by Party:

1. LVV (Vetëvendosje)

  • Won without a runoff in 3 municipalities: Kamenica, Podujevë, Shtime
  • Leading in 2 municipalities going to runoff: Gjilan, Fushë Kosovë
  • Second place in 10 municipalities: Gjakovë, Kaçanik, Mitrovica e Jugut, Obiliq, Rahovec, Pejë, Prishtinë, Prizren, Viti, Vushtrri
  • Comparison with 2021: Significant progress. Previously had 0 wins without runoff, now 3 wins; number of first-place results decreased from 5 to 2, while second-place results increased from 8 to 10.

2. LDK (Democratic League of Kosovo)

  • Won without a runoff in 2 municipalities: Istog, Lipjan
  • Leading in 6 municipalities going to runoff: Dragash, Obiliq, Pejë, Prishtinë, Viti, Junik
  • Second place in 3 municipalities: Gjilan, Fushë Kosovë, Suharekë
  • Comparison with 2021: Level remains almost unchanged. Wins without runoff remained 2, first-place results in runoff increased from 5 to 6, second-place results decreased from 4 to 3.

3. PDK (Democratic Party of Kosovo)

  • Won without a runoff in 3 municipalities: Skenderaj, Ferizaj, Hani i Elezit
  • Leading in 4 municipalities going to runoff: Kaçanik, Mitrovica e Jugut, Prizren, Vushtrri
  • Second place in 2 municipalities: Dragash, Klinë
  • Comparison with 2021: Slight decline. Wins without runoff decreased from 4 to 3, first-place results from 6 to 4, second-place results from 4 to 2.

4. AAK (Alliance for the Future of Kosovo)

  • Won without a runoff in 1 municipality: Deçan
  • Leading in 4 municipalities going to runoff: Gjakovë, Klinë, Rahovec, Suharekë
  • Second place in 1 municipality: Junik
  • Comparison with 2021: Remains at a similar level. Wins without runoff decreased from 2 to 1, first-place results in runoff remained 4, second-place results remain 1.

Overall, the results suggest a highly competitive election, with runoffs likely to be closely contested.
