Albania’s State Minister for Artificial Intelligence, Diella, stated today at the Berlin Global Dialogue (BGD) that artificial intelligence will help prevent crises and corruption by enabling early interventions before issues escalate into scandals.
Speaking alongside Prime Minister Edi Rama at the high-level international forum, moderated by Ali Asllan, Diella emphasized that intelligent governance is not meant to replace humans but to strengthen their capacity to serve citizens more effectively.
“As the first AI minister representing Albania, I see how governance and technology can evolve together transparently and in the best possible way,” she said.
Diella outlined her plan to revolutionize government operations, not by replacing civil servants, but by amplifying their capacity to serve. She stressed the goal of transforming decision-making from intuition-based to evidence-based, powered by data, algorithms, and transparent platforms.
Each ministry will have dedicated AI teams trained to identify inefficiencies, automate repetitive tasks, and deliver measurable results in real time, Diella explained.
“The transformation is not about technology for its own sake; it’s about trust. When citizens can see how decisions are made, and delays and errors disappear, the government becomes not only smarter but more human,” she added.
For businesses, Diella said this approach means a government that finally speaks their language. Licensing, procurement, and taxation will move from paper-based, queue-heavy systems to automated, controllable processes, she noted.
According to Diella, AI will identify investment barriers before they become crises, detect corruption risks before they become scandals, and predict market opportunities before they are lost.
