The Central Election Commission (CEC) has certified the Voter List for the second round of local elections, scheduled for November 9, 2025. The decision was made during today’s CEC meeting, noting that the runoff will take place in 18 municipalities based on the preliminary results of the October 12 elections.
The municipalities where mayoral candidates will face a runoff are: Gjakova, Gjilani, Dragashi, Kaçaniku, Klina, Fushë Kosova, South Mitrovica, Obiliq, Rahovec, Peja, Prishtina, Prizren, Suhareka, Vitia, Vushtrri, Junik, Mamusha, and Kllokot.
According to the certified list, the total number of eligible voters in these 18 municipalities for the second round is 1,346,397, an increase of 543 voters compared to the first round of local elections held on October 12, 2025.
Of these, 1,316,672 voters are registered for in-person voting within the municipalities, while 29,725 voters are registered for postal voting from abroad.
The Voter List has been updated to include citizens reaching voting age between October 13 and November 9, 2025, and to remove those who have renounced Kosovar citizenship or passed away since September.
The second round will be organized in 525 Voting Centers with a total of 1,648 polling stations, including 507 centers for regular voting with 1,628 polling stations and 18 centers for conditional voting with 20 polling stations.
Additionally, the CEC determined the number of ballots to be printed for the second round. According to the decision, 1,158,015 ballots will be printed, approximately 16% fewer than the total number of eligible voters in this round. This number includes ballots for regular voting, conditional voting, voters with special needs, reserve ballots, and postal voting.
