Vetëvendosje Still Undecided on Second Attempt to Form Government

The mandate-holder for forming the government, Glauk Konjufca, still has 13 days to convince MPs to vote for the new government, following his mandate from President Vjosa Osmani on Tuesday.

However, Vetëvendosje has not yet decided when it will seek parliamentary approval again. Deputy Speaker of the Assembly, Albulena Haxhiu, told Dukagjini that discussions about the date of the session are ongoing, but it has not yet been determined whether it will be held before or after the second round of local elections.

Analysts at the Kosovo Democratic Institute (KDI) express little hope that Konjufca will secure the necessary votes. Vullnet Bugaqku from KDI stated:

“From what we observe, there is no willingness or political will, neither from deputies nor parliamentary parties, to support such a candidacy. Many political entities seem oriented toward elections instead.”

If a majority is not reached, Bugaqku notes, a date would need to be set before the year-end holidays, or elections may be postponed to next year. He added that choosing November 28 as the election date could present logistical challenges for the Central Election Commission (CEC), given the limited time frame.

Konjufca is the second Vetëvendosje candidate attempting to secure a parliamentary majority. If this attempt also fails, the country must hold new elections within 40 days of the failed mandate.

On October 26, the attempt to form the “Kurti 3” government failed, as Albin Kurti received only 56 votes out of the 61 required.
