The United States has made it clear to its European allies that there will be no security guarantees for Ukraine until a peace agreement is reached.
U.S. Secretary of State Marco Rubio emphasized this during talks with EU representatives, according to two Politico sources familiar with the discussions.
The sources report that Washington is prioritizing its peace plan. Rubio told partners that Donald Trump will address long-term security guarantees later — those aimed at “providing a sense of security” for Kyiv.
A Ukrainian MP has revealed 28 points of the American peace plan, outlining the benefits for Ukraine and the conditions imposed on the aggressor, Russia.
A European diplomat added that Rubio mentioned the issue of guarantees during the meeting in Geneva on November 23, but did not elaborate further — not even during his later call with representatives of the United Kingdom and France.
According to Politico, the Secretary of State also listed several issues that must be resolved after reaching an agreement — European officials believe he meant Ukraine’s “territorial integrity” and Russia’s frozen assets.
Meanwhile, Ukraine is reported to have succeeded in modifying the peace plan proposed by U.S. President Donald Trump, which now consists of 19 points instead of the original 28.
