Speaking at a pivotal security roundtable during the 8th European Political Community (EPC) Summit in Armenia, the Chairman of the Presidency of Bosnia and Herzegovina, Denis Bećirović, delivered a haunting warning: “Democracy is not just threatened—it is under a planned and open assault.”
Participating in the high-level discussion titled “Strengthening Democratic Resilience and Addressing Hybrid Threats,” Bećirović detailed a sophisticated campaign of destabilization targeting the Western Balkans and the European Union at large.
The Architecture of a Hybrid Attack
Bećirović argued that modern warfare has shifted from the trenches to the digital and psychological spheres. He identified three primary fronts currently facing Bosnia and Herzegovina:
- Information Manipulation: Drawing on the tragic history of the 1990s, Bećirović warned that “disinformation is the precursor to physical aggression.” He noted that modern forgeries are becoming harder to detect.
- The “AI Surge” in Elections: With general elections scheduled for later in 2026, the Chairman raised alarms about the misuse of Artificial Intelligence. He predicted a flood of AI-generated deepfakes and social media content designed to fuel Euroscepticism and cripple Euro-Atlantic integration.
- Institutional Sabotage: He reported a rise in cyberattacks and deliberate attempts to block the country’s constitutional order through political manipulation.
Regional Concerns: The “Russian Connection”
The Chairman did not mince words regarding the internal dynamics of Bosnia and Herzegovina. Citing a 2025 European Parliament report, he asserted that the Republika Srpska (RS) entity is being actively used by the Kremlin as a “platform for intelligence operations.”
“We must not underestimate these risks,” Bećirović cautioned. “The Western Balkans is a key strategic site where Europe’s democratic resolve is being tested today.”
A Strategic Roadmap for Security
To counter these “malign influences,” Bećirović proposed a robust, three-step international response:
- Legal Classification: Foreign information manipulation should be formally reclassified as a primary security threat rather than just a political nuisance.
- Infrastructure Hardening: An urgent strengthening of both physical and digital critical infrastructure across the continent.
- NATO Integration: In his most definitive statement, Bećirović argued that the formal expansion of NATO to include Bosnia and Herzegovina is the ultimate deterrent against both hybrid and conventional threats.
“Neutrality in the face of these attacks,” Bećirović concluded, “is effectively complicity. Bosnia and Herzegovina has chosen its path toward the West.”
