The European Union has welcomed President Justina Shiroka Pula’s decision to return the amendments to the Law on the Kosovo Specialist Chambers for reconsideration.

“The EU has repeatedly expressed its deep concern regarding the initiative to amend the Law on the Kosovo Specialist Chambers, both before and after its adoption by the Kosovo Assembly on 6 October 2026,” the EU said in a statement.

The EU recalled the 2014 exchange of letters between the EU High Representative and the President of Kosovo, which established arrangements for consulting the EU before changes are made to the relevant legislation. It said it expects the European Union to be consulted if discussions on the amendments resume in the Assembly.

“The rule of law and the protection of fundamental rights, including those of victims and witnesses, remain of great importance,” the statement added.

According to the EU, the Kosovo Specialist Chambers are an independent judicial institution established through decisions of the Kosovo Assembly in 2014 and 2015, based on a special agreement with the EU. The institution operates within Kosovo’s legal system and is enshrined in the Constitution of Kosovo.

“Their current mandate and independence must be fully and unreservedly respected,” the EU stated.

The EU also expressed solidarity with victims, survivors and their families from all communities affected by wartime atrocities.
