Kosovo has achieved major continental recognition at the EuroPris Prison Awards in Malta. A groundbreaking creative rehabilitation program implemented at the Lipjan Women’s Correctional Center was named a top-five finalist alongside initiatives from France and Spain.
The Kosovo Correctional Service (KCS) has earned a prestigious European accolade for its progressive approach to inmate rehabilitation. The agency’s specialized program, “Art from Prison: Transforming Incarceration into Opportunity,” was officially ranked among the top five best prison initiatives in Europe at the EuroPris Prison Awards.
The distinction was announced during the 15th EuroPris Annual General Meeting held in Malta. Developed and executed by the Correctional Center for Women in Lipjan in close coordination with the non-governmental organization MONUMENTA, the project stood out from a highly competitive field of continental entries.
A Modern Blueprint for Reintegration
The EuroPris selection committee highly commended the project for its innovative methodology in female inmate rehabilitation. Rather than relying solely on traditional punitive structures, the program focuses on:
- Socio-Economic Empowerment: Utilizing art therapy as a constructive tool for mental health and self-expression.
- Vocational Skill Development: Teaching high-level creative and artisanal skills that translate directly to the modern job market.
- Structural Reintegration: Building sustainable pathways to bridge the gap between incarceration and civilian life, drastically reducing recidivism rates.

The official announcement placed Kosovo’s correctional strategy on equal footing with long-established Western European penal systems.

In a formal press statement released following the summit, the Kosovo Correctional Service hailed the recognition as a historic milestone for the country’s justice system.
“This achievement represents the direct result of collaborative teamwork and serves as a powerful testament to the advancement of our rehabilitative and resocialization programs within the Kosovar correctional system,” the KCS statement noted.
The award underscores Pristina’s broader institutional push to align its correctional frameworks with the highest humanitarian and human rights standards mandated by the Council of Europe.
