The targeted direct-stimulus bonuses under the new package are structured as follows:
- Pension Schemes: A one-time financial support bonus for all eligible beneficiaries of state pension tracks.
- Child Welfare: A one-time supplementary payment issued to all families currently receiving standard child allowance benefits.
- Private & Non-Budget Sectors: Direct financial aid targeting all registered employees (declared as of April) earning a monthly net income of under €1,000. This specific measure covers the private sector, civil society organizations (NGOs), and public enterprise workers who are outside the direct state budget payroll.
- Higher Education: A one-time stipend for all active, full-time students enrolled in public and private higher education institutions across Kosovo for the 2025/2026 academic year, provided they meet regulatory criteria.
Strategic Industrial Zones and Property Expropriations
In a bid to drive domestic production, export capacity, and technological innovation, the Caretaker Government greenlit two major territorial initiatives:
- Gjilan Industrial and Technological Park: The executive approved the declaration of public interest for the transfer of municipal property over to the Ministry of Industry, Entrepreneurship, Trade, and Innovation (MIETI) to establish a state-of-the-art tech hub in the Gjilan municipality.
