With Kosovo locked in consecutive snap election campaigns, the OSCE has pledged unyielding institutional support to the Independent Media Commission to shield the public from disinformation and guarantee democratic accountability.

The newly appointed Head of the OSCE Mission in Kosovo, Ambassador Gerard McGurk, held a high-level institutional meeting today with Besnik Berisha, the Chairman of the Independent Media Commission (IMC / KPM).

The strategic huddle focused directly on maintaining media pluralism, securing journalistic independence, and hardening regulatory frameworks as Kosovo prepares for its third snap parliamentary election in less than 18 months on June 7.

Taking to social media platform X immediately following the meeting, McGurk emphasized that a fair, unmanipulated information ecosystem is the primary defensive anchor for any functioning democracy during periods of heightened political volatility.

“Pleased to meet the Chairman of the Independent Media Commission and his team,” Ambassador McGurk stated. “As Kosovo navigates successive election cycles, the role of independent media and credible regulation becomes even more paramount.”

Preserving Public Trust on the Digital Trail

The meeting arrives at a delicate moment for Kosovo’s media landscape. Local monitoring coalitions have recently flagged an alarming surge in targeted hate speech, coordinated digital smear campaigns, and the unauthorized use of public resources on localized social networks by political actors competing for seats in the upcoming assembly.

Ambassador McGurk re-anchored the OSCE’s long-term operational mandate in the region, vowing that the organization will continue providing technical, logistical, and legal expertise to the IMC as it monitors volatile campaign broadcasts.

“A professional media landscape, rooted in freedom of expression and journalistic integrity, is essential for public trust and democratic accountability,” the OSCE Mission Chief concluded. “The OSCE will continue to support the IMC in this vital work.”
