Albania Set to Provisionally Close Three EU Negotiation Chapters on July 14

Albania is on the verge of a historic milestone in its European Union integration path. If member states grant final approval in the coming days, the country will provisionally close its first three negotiation chapters on July 14, 2026.

The upcoming advancement has been confirmed by a formal Dutch government document prepared ahead of the EU General Affairs Council (GAC) meeting scheduled for July 14, as well as by European diplomatic sources who confirm the timeline is moving strictly according to schedule.

Dutch Support Backed by Unanimous Council Momentum

According to the official text, the European Commission has formally proposed the provisional closure of three specific chapters:

  • Chapter 25: Science and Research
  • Chapter 26: Education and Culture
  • Chapter 30: External Relations

The Dutch government explicitly noted its backing for the move, evaluating that Albania has successfully met the rigorous benchmarks set for these areas.

According to the Dutch assessment, discussions among EU member states are rapidly heading toward an absolute consensus, noting that “the balance in the Council is moving toward unanimous support for this step.”

Technical Alignment and the Next Procedural Steps

The European Commission’s review shows that Albania has aligned its framework regarding its science and research systems, institutional structures for education, and external relations legislation—including foreign investment screening mechanisms and export controls.

However, the Netherlands explicitly underscored that it expects Tirana to maintain aggressive momentum regarding foundational reforms. The document states that The Hague expects Albania to continue building a concrete track record of implementation in the rule of law, specifically focusing on judicial independence, anti-corruption efforts, fighting organized crime, and protecting fundamental rights.

The Road to July 14

The breakthrough follows positive technical discussions held on July 3, 2026, within the Working Party on Enlargement and Countries Negotiating Accession (COELA). While the chapters are considered to be completely on the right track, the formal process requires a few remaining steps:

Diplomatic sources reveal that the Irish Presidency plans to host a series of Intergovernmental Conferences with candidate nations in Brussels alongside the GAC meeting on July 14.

Should the timeline hold, this will mark the first time Albania successfully closes negotiation chapters since launching its formal integration bids, pushing the Western Balkan nation into a highly advanced stage of its accession journey.
