Kosovo Chamber of Private Bailiffs Responds to Albulena Haxhiu’s Statements

The Kosovo Chamber of Private Bailiffs has issued a strong reaction to recent remarks made by former Minister of Justice, Albulena Haxhiu, during a media interview.

According to the Chamber, Haxhiu stated: “As Minister of Justice, I dismissed two bailiffs because they collected more money for Telekom than they were obliged to, even though arbitration and court procedures were in favor of these oligarchs.”

The Chamber, however, rejected these claims, describing them as entirely untrue and misleading. It emphasized that the dismissals of the two bailiffs were not related to the Telekom case, but to other matters involving different creditors and debtors, with the disciplinary commission providing official decisions for their dismissal, later confirmed by the Minister.

The Chamber further clarified that bailiffs carried out debt collections based on enforcement documents and court rulings, not arbitrarily, and denied that excessive amounts were collected in any case.

Regarding the Telekom case, the Chamber acknowledged that there had been suspensions of bailiffs, but stressed that the Disciplinary Commission had cleared them of any wrongdoing. According to the statement, these suspensions were legally unfounded and politically motivated, exposing what the Chamber described as “arbitrary legal provisions” that allow political interference in justice and undermine professional disciplinary processes.

“These provisions must be removed as soon as possible, as they prevent fair and professional treatment of disciplinary matters,” the Chamber concluded.
