Kosovo Electoral Commission Nears Completion of Vote Counting for December 28 Elections

The Central Election Commission (CEC) of Kosovo is in the final stages of counting all ballots from the early parliamentary elections held on December 28, 2025, including votes cast abroad via mail.

CEC Spokesperson Valmir Elezi confirmed during a press briefing at the Counting and Results Center that the commission is currently processing the final batch of mail-in ballots from overseas. More than 3,000 packages are still expected to arrive in Kosovo, mainly from Paris, Berlin, The Hague, Podgorica, and Ottawa.

Mail-in Votes Update

  • On January 2, 8,180 packages were collected from nine international post boxes, including Prague, London, Paris, Zagreb, Stockholm, Istanbul, New York, Canberra, and Copenhagen.
  • On January 5, 11,867 packages were retrieved from 13 locations, including Tirana, Berlin, Vienna, Bern, Brussels, The Hague, Podgorica, Oslo, Skopje, Ottawa, Ljubljana, Rome, and Prishtina.
  • Of these, approximately 16,000 packages have been verified and approved for counting.

The remaining 3,185 packages are in transit and yet to reach Kosovo.

Final Steps Before Results Announcement

Elezi emphasized that once all ballots are counted, the CEC will be ready to announce the official election results. However, under Kosovo’s electoral law, parties may submit complaints within 48 hours regarding alleged irregularities before final results are certified.

The process includes:

  1. Verification and counting of votes at municipal counting centers – already completed.
  2. Counting of conditional votes and ballots from persons with special needs – completed.
  3. Counting of overseas mail-in ballots – nearly complete.
  4. Review of potential complaints by the Electoral Complaints and Appeals Panel (PZAP) or the Supreme Court – pending.

“With the completion of these steps, the CEC will be able to declare the final results, ensuring full transparency and compliance with the electoral law,” Elezi stated.
